Commissioning checklist: pre-commissioning, commissioning and handover

A commissioning checklist is the set of checks that proves an installed system — HVAC, electrical distribution, fire alarm, a process line, a whole building — is complete, safe and performs as designed before it is handed over to the people who will operate it. Commissioning sits between installation and handover, and it is where drawings meet reality: valves installed the wrong way round, sensors wired to the wrong input, controls that were never configured. A commissioning checklist makes those checks repeatable and gives every system a signed record.

The three stages a commissioning checklist should cover

• Pre-commissioning (static checks): installation complete, labelling, supports, cleanliness, insulation resistance, pressure tests, flushing — done with the system de-energised.
• Commissioning (dynamic checks): energise, start up, set up flows and settings, test sequences, interlocks, alarms and safety functions.
• Performance verification: run the system under load and confirm it meets the design values, then record the final settings.

What each commissioning checklist line needs

Each line should name the system and component, the check to perform, the expected value or condition, the measured result, pass or fail, and who did it on what date. A tick without a value is not evidence — record the airflow, the insulation resistance reading, the setpoint. Group the lines by system rather than by trade, because the client accepts systems, and a system that is 95% commissioned is not yet usable.

Do not start dynamic commissioning until pre-commissioning is signed off. Energising a system with incomplete static checks is how equipment gets damaged and people get hurt.

Sample commissioning checklist for an HVAC system

1. Confirm installation against drawings: units, ductwork, dampers, access panels, labels.
2. Check electrical supply, isolation, rotation direction and overload settings.
3. Verify controls: sensors reading correctly, actuators stroking, BMS points mapped.
4. Start up and balance air and water flows to design values; record measured figures.
5. Test sequences of operation, alarms, fire mode and failure responses.
6. Record final settings, attach test sheets and sign off the system for handover.
